BAKER AVE / W intersection of Baker and 13th on the right Traffic Stop; 8TH ST hand side of the road and fail to stop at the stop sign. Made contact with driver who could not provide proof of insurance. Driver claimed the clutch on the vehicle was not working and he could not get out of gear. Cite for no proof of insurance.
